Victor is a Chilean citizen who was imprisoned and tortured because of his opposition towards the illegal Pinochet government (1973-1990), he was given an exit only document in 1976 and declared dead a year later by the dictator Pinochet (Therefore the Chilean embassy ,still today has not yet released Victor a passport)  He entered the United States  illegally  in 1984 and has remained in this country ever since. 
 Victor’s persecution and political work has been subject  of various books, amongst which, Alistair Horne “Small Earthquake in Chile” Victor’s name was included in the list of the 13 most wanted opponents of the Pinochet dictatorship  backed by USA in 1973.
His wife Nieves Ayress is an American citizen and his daughter Rosita Toro is a permanent legal resident  of the USA.
Since their arrival in the United States Victor and Nieves founded the non-profit organization “La Peña del Bronx” (from the Peña founded by Violeta Parra in chile) which organizes cultural activities and supports community  work in the South Bronx. Victor and his wife have had an active part in the organization   of the demonstrations  of  south american workers in the USA.
 Victor Toro’s defence comitee  asks the National Security Department to  concede  him political asylum.
